Roland will not issue any newer drivers as the device was discontinued several years ago. Thus there is no 'wait for the final' version. Please feel free to reply in case you face any other issues with Windows in future.

I then tried the Roland/Edirol PCR drivers for Win 7 64 bit and the same Code 28. I uninstalled the driver and rebooted again. I tried installing the 8.1 drivers in a Win 8 compatibility mode but the same thing. I uninstalled the failed drivers and rebooted.
